The Institute of Sub-professional Education and Cottage Industries Division (ISPECID) was create din 1980, placing all non-degree courses under one center. It offered the following courses; Midwifery, Medical Secretarial Science, Secretarial Science, Trade Technical Education, Architectural Drafting, Commercial Arts and One-Year Special Courses. The 2-year trade technical courses specialize in Automotive, Electrical, and Electronics Technology. The 1-year special courses offers automechanics, practical electricity, refrigeration and air-conditioning.
The Institute was under the leadership of Prof. Delfin Sumabat, Jr., (retired) up to the time when ISPECID was changed to the Institute of Technical Education and Cottage Industries Division (ITECID). The institute continued to expand its course offerings adding the one-year special course in Ceramics (Board Res. No. 20 s. 1983).
Objectives of Technical Education:

  1. Provide students in the Technical and Vocational knowledge, skills and attitudes needed for local and national development.
  2. Prepare and train students in a specific trade and technical area of specialization for self employment or for employment in industrial establishment/agencies.
  3. Provide support for an efficient university extension service through its faculty members who act as trainors in non-formal education and extension program.
  4. To transfer the technology to different communities who need vocational knowledge and training to uplift their economic condition.

In 1985, Prof. Wilhelmina E. Vergara was appointed head of ITECID.
In June 1987, a restructing of the institute named the programs; Technical Education Program headed by Prof. Manuel Ped, Midwifery program headed by Prof. Cecilia Bayeng and Secretarial Programs headed by Prof. Mildred Batin.

In line with the attempt to the demands for Manpower the ladder type curriculum was initiated in Business Education, Nursing Education, Architectural and Arts education so that there was the need to start the students from the first year to their mother units. Thus, the non-degree courses like Midwifery, Secretarial sciences, Architectural drafting and commercial were sent to the College of Nursing, Business Administration, Architecture and Fine Arts. Board Resolution No. 67 s. 1988 renamed ITECID to the Institute of Technical Education (ITE). Left in the institution are students pursuing purely technical courses. However, while the institute is underscoring manpower development through skills and trade technical training, professors and instructors are also motivating these students to participate in curricular activities.

To mention a few these are officership and fellowship in student organizations, participation in athletics, visit to industrial firms/agencies, putting up of exhibits in Industrial Fair, participation in academic competitions and in technical skills contest, local, provincial and regional, and to attend programs, convocations and symposia.

The institute had always been supportive to the programs and projects planned by the university officials, faculty and students like: Foundation Day Celebration, updating of syllabi as the need arises, cleanliness and beautification program and above all, giving the best instruction.
